Absentee Voting – November 8, 2022 General Election News Release

The following information is being made available by Carroll County Clerk; Norma L.Sparks regarding the General Election to be held on Tuesday, November 8, 2022.

Absentee voting is now available for the General Election to be held Tuesday, November 8, 2022.  Carroll County voters may vote their absentee ballot in person in the County Clerk’s office or request an absentee ballot by mail.  Requests for ballots by telephone are not allowed in Missouri election law. Requests must be in writing, and include a signature of the voter or their guardian or relative within the second degree by consanguinity or affinity.

Election law has changed, effective August 28, 2022 from HB 1878.  The changes that are important to note for Carroll County voters are;

  • Voters need to bring a valid government issued photo ID (Missouri driver’s license, non-driver’s ID, military ID or passport) to vote at the polls or in-person absentee. Photo ID is really not all that new, in that this law passed previously, but was struck down by a lawsuit.  If you do not have photo ID, the Secretary of State’s office will assist with obtaining one.  If you do not bring a valid government issued photo ID on election day, if you are registered you may vote a provisional ballot. The signature will be checked after the election to determine if this ballot will be counted.
  • A two-week “no excuse” period has been added for persons wanting to vote early in person. You must bring a photo ID to vote absentee in person. No-excuse absentee voting starts on the second Tuesday before the election, (October 25, 2022).
  • Drop boxes are not allowed for return of an absentee ballot.

For registration or absentee forms and instructions, you may go to the County website at www.carrollcountymo.gov or the Missouri Secretary of State’s website, https://www.sos.mo.gov/.

The last day to register to be eligible to vote in the General Election is Wednesday, October 12, 2022 at 5:00 p.m.

The last day to request absentee ballot by mail or through parent or guardian is Wednesday, October 26, 2022 at 5:00 p.m. 

The County Clerk’s office will have extended office hours on Saturday, November 5, 2022, from 8:30 a.m. until 12:30 p.m. for walk in absentee voting.

The last day to vote absentee in person is Monday, November 7, 2022 by 5:00 p.m.

Absentee ballots must be returned by 7:00 p.m. on election day.  Military ballots must be received by noon on the Friday following the election, (since it is a Holiday, they may be counted if received by noon on Monday, November 14, 2022).

Sample ballots of the General Election are available in the County Clerk’s office.

The required public test of the accuracy and logistics of the hardware and software being used for the General Election will be held in the counting room of the Clerk’s office on Thursday, November 3, 2022 at 3:00 p.m.
